EVALUASI KEBIJAKAN PENGELOLAAN HEART OF BORNEO DAN UPAYA PENJAGAAN KELESTARIAN HUTAN DI KALIMANTAN BARAT

Penelitian ini mencoba menjelaskan bagaimana tindaklanjut dari adanya kesepakatan tiga negara yakni Indonesia, Malaysia dan Brunei Darussalam dalam inisiasi yang dinamai Heart of Borneo. Terutama terkait dengan kebijakan turunan yang dikeluarkan Pemerintah Indonesia guna melindungi Kawasan hutan yang ada dalam Kawasan HoB. Penelitian ini bersifat deskriptif eksploratif dengan pendekatan kualitatif melalui penggalian informasi responden kunci. Dari hasil penelitian diketahui bahwa pemerintah Indonesia saat ini masih belum memiliki kebijakan khusus dalam mengelola HoB di Indonesia dan masih menerapkan peraturan lama dalam pengelolaan hutan. Adanya Peraturan Presiden tentang pengelolaan Kawasan Heart of Borneo pun belum menemui titik terang karena masih dalam proses legislasi sejak tahun 2014. Kondisi ini tentu saja mengancam kelestarian hutan dan cakupan tutupan hutan di Pulau Kalimantan. Mulai dari ancaman kebakaran hutan, ekspansi perkebunan sawit dan juga eksplorasi pertambangan.

Abstract

This research tries to explain the follow-up of the three-state agreement, namely Indonesia, Malaysia, and Brunei Darussalam, in an initiative called the Heart of Borneo and mainly related to the derivative policies issued by the Government of Indonesia to protect forest areas in the HoB Zone. This research is a descriptive explorative study with a qualitative approach through extracting information from crucial respondents. From the research results, it is known that the Indonesian government currently does not have a specific policy in managing HoB in Indonesia and is still applying old regulations in forest management. A Presidential Regulation on the direction of the Heart of Borneo area has not yet met a bright spot because it is still in the legislative process since 2014. This condition indeed threatens the preservation of forests and the coverage of forest cover in Kalimantan Island. It started with the threat of forest fires, expansion of oil palm plantations, and mining exploration.
