PERUBAHAN IKLIM SEBAGAI GOVERNMENTALITY: REZIM PRAKTIK UNTUK ADAPTASI DI PEKALONGAN

Abstract


Penelitian ini mengkaji rezim praktik pemerintahan Kota Pekalongan dalam kebijakan adaptasi perubahan iklim. Melalui konsep governmentality Foucault, rezim praktik akan diidentifikasi berdasarkan rasionalitas politik, teknologi, identitas, dan lembaga yang beroperasi dalam konteks lokal.  Kajian ini menggunakan metode deskriptif kualitatif dengan menganalisis kebijakan adaptasi perubahan ikllim, data dikumpulkan melalui Teknik wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukkan bahwa rezim Kota Pekalongan secara diskursif merekonstuksi pertanggungjawaban upaya adaptasi perubahan iklim kepada individu/ masyarakat terdampak untuk mengatasi risiko perubahan iklim. Melalui implementasi program kampung iklim dan pendampingan adaptasi masyarakat pesisir oleh NGO/ lembaga swasta, rezim Kota Pekalongan mengintervensi dengan mentransfer pengetahuan yang dibentuk oleh rasionalitas dan teknologi secara depolitsisasi dan teknokrasi. Hal ini juga berdampak pada pelimpahan tanggungjawab baru terhadap komunitas lokal dengan nilai solidaritas dan keahlian lokal yang dimanfaatkan. Oleh karena itu, rezim Kota Pekalongan alih-alih mengatur kebijakan adaptasi perubahan iklim secara komprehensif, kekuasaan dijalankan untuk memerintah dari kejauhan.
